I did get this error on Vista. I tried to resolve it but so far have not been successful.
But I did see that if you enable the new Drop Rights feature, then Sandboxie doesn't start the EventSystem and BITS services. In that case, Windows Live Mail seems to work well.
So as an immediate workaround you have Drop Rights. And I will see if I can just prevent Windows Live Mail from asking for these two services to start.

I did make this change and now Windows Live Mail seems to work fine. I don't know why it needed those services but it looks like it works fine without them.
