Version 3.63.01 introduces a new sandbox settings BlockNetParam which allows a program in the sandbox to alter network and firewall configuration.

Note that before version 3.63.01, a program in the sandbox was able to alter network configuration, but not firewall configuration.
With version 3.63.01, a program in the sandbox can't alter either of these two types of configuration, unless the setting BlockNetParam=n is specified.

In Sandboxie Control: Sandbox Settings > Restrictions > Hardware Access > Permit programs to alter network and firewall parameters
