Do you mean save your Sandboxie configuration settings, for all sandboxes?
Will there be a new computer involved in this, with or without the same Windows version?

I reinstall my Windows with the same computer name and same Windows version, but with different user account name.
For example :
if possible, i save all SB settings in some file .And then i "load" them in fresh OS and Sandboxie installation, just like FEBE addon for firefox do,or Norton ghost for Windows do.Sorry,my english is not so good.

OK, the same computer and Windows version, but a different Windows logon ...

You can save a copy of the "sandboxie.ini" file, that is usually in your Windows folder, but after reinstalling Windows you will need to use parts of the saved file and parts of the new file.

After you install Sandboxie, a new "sandboxie.ini" file will be created.
Use: Sandboxie Control menu > Configure > Edit Configuration to see the new configuration.

[GlobalSettings]
You may not yet have installed programs that Software Compatibility checks for, so I would not change anything in this section of the new file.

[UserSettings_xxxxxxxx]
The 'xxxxxxxx' in the above "UserSettings" name is based on your new Windows logon name, so you need to keep this section name.
Your new logon name will also be in the "SbieCtrl_UserName=zzzzzz" line, and must not be changed.
I doubt if it's worth copying the rest of this section from your old configuration file, so I wouldn't change anything else in this section either.
You will get a lot of prompts from Sandboxie that you haven't seen for a while, but I suggest you just answer them as they appear.

[TemplateSettings]
Your old configuration file probably has nothing in this section, but if the old configuration file does have something here it means that you used Sandbox Settings > Applications > Folders, to select an alternate folder location for some program.
Any setting that's here in your saved configuration file will have to be re-created after the install. You cannot copy a setting from this section, into your new configuration, because your Windows logon name is different.
----
The rest of the configuration file can be Copied from the old configuration, and Pasted into the new one.

[DefaultBox]
... <- you can probably copy all of the settings from your old,
... <- configuration, and paste them here.

[Sandbox1] <- copy/paste these from the old configuration
...
...

[Sandbox2] <- copy/paste these from the old configuration
...
...

The same thing goes for any [Local_Template_...] sections, if you added any local templates to the old configuration file.
Just copy them into the new configuration file.

There will likely be some settings in these sections that refer to programs that you haven't installed yet, or to folders that don't yet exist, but you should be able to fix that if it causes an error message.

As soon as you save the new configuration file with your changes, all of the sandboxes that you configured in the old configuration file should now show up in the Sandboxie Control window.
After you use the Configure > Edit Configuration menu, Control will automatically do a "Reload Configuration" operation.
It's possible that you might get an error message at that point, but it should help you find out what's wrong by listing the name of the sandbox where the problem exists.
