Have you tried booting into "Safe Mode with Command Prompt" by using the F8 key at start up?
Then maybe try your command line:
rd /s /q C:\$Recycle.bin

What you describe seems more appropriate for the Windows XP recycle bin, where files and folders would be moved into the recycle bin.

Last time I looked at the Windows Vista/7 recycle bin, I did not see individual files and folders go into the recycle bin, I only saw large fies being created that apparently contain information about everything that was deleted.

In any case, the way to delete the recycle bin is through Windows recycle bin management facilities, for example right-click on recycle bin and use the command to empty it. You shouldn't try to delete it manually.

inside c:\$Recycle.Bin , i had another folder S-1-5-21-2594508308-366881178-1179055035-1000
and inside this folder many many many subfolder related to sandboxies folders
every time i run a program inside sandboxie , a new folder with files appear inside this folder

and it's impossible to delete
only a linux distro can do it

i wonder if another users did notice such thing

i'm running w7 32bit ,sandboxie and nod av v5

This is exactly the problem I seem to have.

Sandboxie's Sandbox contents seem to be move to the recycle bin and all their security settings seem to be stripped. The files seem to belong to the admin group. I cannot even access the directory as SYSTEM account user (using psexec). I can however use TAKEOWN or as an admin give myself rights.

Here is how it looks like:
Code:

c:\$Recycle.Bin\S-1-5-21-2821720799-591106770-1862229866-1001\$RFTTS60>icacls .
. NT AUTHORITY\Authenticated Users:(F)
  Everyone:(F)

Successfully processed 1 files; Failed processing 0 files

c:\$Recycle.Bin\S-1-5-21-2821720799-591106770-1862229866-1001\$RFTTS60>icacls *

c:\$Recycle.Bin\S-1-5-21-2821720799-591106770-1862229866-1001\$RFTTS60>dir /q
Volume in drive C is Win7
 Volume Serial Number is DFD6-C9F0

 Directory of c:\$Recycle.Bin\S-1-5-21-2821720799-591106770-1862229866-1001\$RFT

Does anyone have any idea what might cause this? I thought sandbox contents were deleted bypassing the recycle bin.
I use Win7 x64 with sandboxie 3.62 and Experimental Protection. My security Suite is Comodo CIS 5.9.

Oh you are innocent tzuk. Sorry.
After some messing around I found out that this is obviously BSA Buster Sandbox Analyzer's fault. When you allow it to delete the sandbox contents it screws up your recycle bin.
