Is it possible to set up a password to access sandboxie control to stop unauthorised people deleting sandbox contents, or modifying sandboxie settings?

No at this time, and this is also not planned. However if you can make the other people use non-Administrator user accounts, then you may be able to use the EditAdminOnly setting in combination with the NeverDelete setting to get what you want. See:

Hey, you should add this to the docs, as a tip.
Make it an "Protect Sandboxie's settings" page. Rolling Eyes

Ability to lock set a password that unlocks access to Sandboxie Control and exiting Sandboxie. This would prevent "random" computer users from recovering objects, editing configuration, and changing Sandbox Settings.

Actually this has been requested before, and tzuk addressed this issue by adding in the AdminOnly option into Sandboxie. Wink

I wish it were possible to not only protect the .ini with a password but also be able to protect anything associate with SBIE, the configuration file, services, etc., from tampering or deletion. That would be the ultimate protection.

Well I know it isn't built into the program yet and I am not sure tzuk is interested in this feature, but it is possible to do this with many third party programs out there, just Google for them Razz
